The megacity of Tharsis, built on the Tharsis plateau on Mars, in the year 2365. By this point in time, Mars has been terraformed and has an Earth normal atmosphere.
The lower level sections of the city are built on the plateau floor. The upper districts are massive clustered mega-blocks where towers both stand and hang. These blocks reach out on all sides over the plateau floor, suspended some many miles above street level proper. In the distance can be seen the Tharsis Montes, volcanos tapped for geo-thermal energy: Arsia Mons left, Pavonis Mons center, and Ascraeus Mons top.
The city has a population of about 500 million people. Approximately 1 million of those are rich, 50 million can live well, 75 million can live decently, and the rest get to eat rat burgers under Taco Bell with John Friendly.
Gravity on Mars is only about 38% of Earth's. So, if you weighed 100 pounds on Earth, you would only weigh about 38 pounds on Mars. And if you can jump one meter (3.3 feet) high on Earth, you would be able to jump 2.64 meters (almost 9 feet) high on Mars. Because of this, there are health concerns to living on Mars, mainly bone density / strength and the state of one's heart, other muscles and organs.
The rich and comfortable in the city can afford artificial gravity for their homes / businesses. Wherever the well off go in the city, artificial gravity simulating Earth normal can usually be found. The reason it's so expensive is because you buy gravity by the square foot. Cyborgs are able to adapt to low gravity better than normal humans. Anyone not cyberized, or who can't afford gravity has to live with the low gravity, and float the bills for doctors to reverse the degradative affects on the body each month. Anyone who can't afford that has to rely on whatever voodoo treatments for their gravitas they can find while they're enjoying their rat burgers.
